Never overwite property doesn't seem to work

[Posted this a while ago but it seems to have got lost]

in BASIC MSI.

New files do not overwite older files if this is set to No.

A related issue is that if files I am trying to install pre-exist (maybe
they were manually copied there for testing - whatever) when I do an install
then an uninstall these files do not get removed. They should be removed
regardless (like I do forced removals for registry keys).
